At Cellarbrations Como, responsible service isn't just a legal obligation — it's a core part of how we run our store and how we look after our community.
We take our obligations under Western Australia's Liquor Control Act 1988 seriously. Every member of our team is trained in the Responsible Service of Alcohol (RSA) — a legal requirement for all staff and managers working in licensed premises in WA — and we are committed to upholding both the letter and spirit of the law.
Our goal is simple: to ensure that alcohol purchased from Cellarbrations Como is enjoyed safely and responsibly.
Legal framework: The sale and supply of alcohol in WA is governed by the Liquor Control Act 1988, administered by the Department of Local Government, Sport and Cultural Industries (DLGSC) through its Racing, Gaming and Liquor division. The Act's primary purpose is to regulate the sale of alcohol and minimise harm to individuals and the community.
Under the Liquor Control Act 1988, RSA training is mandatory for all bar staff, managers and licensees in Western Australia. It is not optional.
Our team's RSA training covers:
Identifying and assessing signs of intoxication
Verifying age and requesting acceptable proof of age
Refusing service lawfully and handling conflict safely
Understanding secondary supply obligations
Standard drink sizes and the effects of alcohol
Harm minimisation strategies and community obligations
Under the Liquor Control Act 1988, it is an offence to sell or supply alcohol in certain circumstances. Our team is required — and empowered — to refuse service in any of the following situations.
We will not sell alcohol to any person who appears to be intoxicated or in a drunk state. This is a legal requirement — not a discretionary one.
We will not sell alcohol to anyone under 18 years of age. We operate an ID25 policy — if you look under 25, we will ask for proof of age before serving you.
We will not sell to an adult we believe is purchasing alcohol on behalf of a minor. If we overhear or observe evidence of secondary supply, we will refuse the sale.
If you appear to be under 25, our staff will ask you to provide valid proof of age before purchasing alcohol. Please don't be offended — it's our policy and our legal obligation. We'd rather ask one too many times than one too few.
Acceptable proof of age must be a current, government-issued photo ID (see below for a full list). Expired ID will not be accepted. If you cannot provide acceptable ID, we cannot complete the sale.
It is illegal under the Liquor Control Act 1988 to sell alcohol to a person who is drunk or intoxicated. Our staff are trained to recognise the signs of intoxication and are required to refuse service in these situations — even to regular customers.
Refusal will always be handled with respect and discretion. We ask that customers understand this is not personal — it is both a legal requirement and a duty of care.
Secondary supply — where an adult buys alcohol on behalf of someone under 18 — is illegal and is the most common way minors obtain alcohol. It is an offence under the Liquor Control Act 1988.
If we suspect that alcohol is being purchased for a minor, we will refuse the sale. This includes situations where we overhear conversations, observe interactions, or have reasonable grounds to suspect secondary supply.
Our team is trained to observe the following indicators before and during each transaction. A combination of these signs may result in a refusal of service.
Difficulty forming words, speaking loudly without cause, or rambling without coherence.
Staggering, stumbling, or difficulty maintaining balance while standing or walking.
Bloodshot, glazed, or unusually unfocused eyes. Difficulty making or maintaining eye contact.
A noticeable smell of alcohol on the breath or person, particularly in combination with other signs.
Argumentative, rowdy, threatening, or unreasonably confrontational conduct in or around the store.
Difficulty understanding questions or instructions, apparent confusion about their surroundings or actions.
If you look under 25, we will ask for one of the following forms of current, government-issued photo identification. All ID must be original — we cannot accept photocopies or digital versions.
A current Australian or international driver's licence with photo. Must not be expired.
The Western Australian Government's official proof of age card, issued by the Department of Transport.
A current and valid passport with photo. Expired passports are not accepted.
Expired ID, photocopies, digital copies, and non-government-issued cards will not be accepted. If in doubt, we will always err on the side of caution.
WARNING
Under the Liquor Control Act 1988, it is an offence: to sell or supply liquor to a person under the age of 18 years on licensed or regulated premises; or for a person under the age of 18 years to purchase, or attempt to purchase, liquor on licensed or regulated premises.
For sales made in Western Australia, the sale of liquor pursuant to the agreement to sell from this website is made at the licensed premises attached to the licence numbers listed below. Your contract of sale is with the relevant Licensee at the relevant premises from which your order is accepted and fulfilled. Liquor is sold from our website on behalf of the relevant Licensee.
Accordingly, your offer to purchase is subject to acceptance of your offer by the holder of the liquor licence, certification and evidence of you being over 18 years of age, the availability of stock and the liquor which is the subject matter of your offer being ascertained and appropriated at the above mentioned licensed premises.
